Complete as-published preamble, Articles 1–16, adoption and promulgation from Gazette physical pages 8–10. General commencement is the day after publication, while Articles 11/13 sanctions and service-refusal provisions have a separate thirty-day delay. Read with Decrees 67/2020 and 13/2022; the latter expressly repeals Articles 13/14 and modifies selected provisions, not the entire original. This is not a consolidated present-day expression. Law 102/IX/2020 is separately retained as an original with a conditional contingency/calamity scope. Later changes, implementation and present applicability remain open.
