Creates CAMEPS as a public industrial and commercial establishment under health-ministry supervision. Article 3 assigns acquisition and supply of essential medicines and health products to public and private health facilities and their availability throughout the national territory. Article 6 delegates institutional administration and management to approved statutes, retained separately in Decree 268/2017. This is a health-product supply and procurement authority parent; it does not itself establish a general medical-device marketing-authorisation or product-variation procedure, time limit or numerical tariff.
