Lithuania did not build a new battery register: the August 2026 amendment to order D1-291 states that it implements Article 54(3)(a) of Regulation (EU) 2023/1542, the competent authority's task of registering producers under Article 55, and the rules name batteries expressly among the products covered by the Sąvadas. The one-working-day pre-supply registration deadline in point 5 therefore applies to battery producers as well. Article 11(2)(b) of Regulation (EU) 2023/1542 lets professional medical imaging and radiotherapy devices and in vitro diagnostic medical devices restrict portable-battery replacement to independent professionals, and Article 11(3) lifts the removability duty where continuity of supply is needed for safety or data integrity.
