Science and Technology Act, 2003 — NCST reproduction
Complete NCST-hosted typeset reproduction of Act 16 of 2003, with all 50 sections, ten Parts, full contents and all 15 original PDF page images. Physical page 15 is blank. The source records assent on 7 November 2003, publication on 5 December 2003 and passage in Parliament on 4 August 2003. It is a reproduction, rather than a scanned original Gazette. All 50 marginal captions precede their sections; every native alphanumeric character is conserved. Sections 36, 38, 40, 43 and 50 establish research licensing, prescribed activities, applications, licence variation and regulation-making powers. Section 43 applies a safety, quality and efficacy test without a fixed variation-review deadline. The thirty-day periods in sections 44 and 46 concern appeals and judicial review. Source-specific wording remains unchanged, including K1000,000 in section 17 and the defective sentence after section 46(2)(c). The separately retained revised expression differs in sections 1, 13, 17 and 48; those differences are not treated as proof of an amending Act. The original Gazette, commencement notice, revoked GN 44/2024, later amendments and current implementation remain under review. Excluded from default current-law discovery.
