TR TS 020/2011 (Customs Union Commission Decision No. 879 of 9 December 2011, in force 15 February 2013) contains no medical-device exclusion: Article 1(2) excludes only components not intended for standalone use, EMC-passive equipment, and products outside the Customs Union Unified List. An active medical electrical device that can create electromagnetic interference is therefore in scope and needs a Customs Union declaration or certificate of conformity under Article 7(2) before it is placed on the market, and the document must be presented to customs at import. Article 1(4) leaves radio-spectrum use to national law, which is what puts the PSRC permit regime alongside this one.
