TR EAEU 037/2016 (EEC Council Decision No. 113 of 18 October 2016, in force 1 March 2018) excludes medical devices (ժ) and measuring instruments (թ) from its scope in Article 3, so a medical device needs no EAEU RoHS declaration or certificate. Separately, no extended-producer-responsibility obligation on importers of electrical equipment, batteries or packaging is in force in Armenia: the 2017 concept and 2018 strategy were protocol decisions invalidated from 1 January 2022 by Government Decision No. 1728-Ն. The environmental trigger is published as a carve-out plus that verified negative, not as a certification requirement.
